The United States and Russia are engaging in direct economic discussions amid ongoing efforts to resolve the conflict in Ukraine. Steve Witkoff, the special envoy for U.S. President Donald Trump, confirmed that the U.S. Treasury Department is in talks with Russian economic envoy Kirill Dmitriev. These discussions, held during a meeting with Russian President Vladimir Putin in St. Petersburg, are centered on potential economic cooperation between the two nations.
The talks included discussions on future trade relations, diesel supplies to the United States, financial arrangements, and Russian fertilizer exports. Witkoff noted that while the U.S. Treasury is independently exploring economic opportunities with Dmitriev, the primary focus remains finding a resolution to the Ukraine war. He also mentioned that Washington has been discussing potential postwar economic prospects with Ukrainian officials.
Despite the talks, specifics on whether these discussions involve sanctions relief, investment agreements, or changes to existing financial restrictions remain unclear. Dmitriev, who leads the Russian Direct Investment Fund, has been a key figure in fostering economic and diplomatic connections between Moscow and the Trump administration. This renewed engagement occurs as U.S. sanctions, imposed after Russia’s invasion of Ukraine, continue to limit significant areas of bilateral trade and investment.
During the meeting, Putin highlighted Russian diesel shipments to the U.S., proposing an initial shipment of approximately 40,000 metric tons, contingent on finalizing financial arrangements. He also offered to supply American farmers with fertilizer. Witkoff welcomed the potential fuel supplies, suggesting they could benefit American consumers and alleviate cost pressures on farmers and transport operators. Putin claimed that the announcement of additional supplies has already contributed to a decline in global diesel prices.
Although the proposed trade arrangements suggest the possibility of limited economic engagement, no comprehensive agreement to restore normal trade relations was reached. The extent to which these discussions might impact existing sanctions remains uncertain.
Witkoff emphasized that ending the conflict in Ukraine is still a central priority, proposing the restart of trilateral negotiations involving the United States, Russia, and Ukraine to identify practical steps toward a peace settlement. While economic issues are being explored alongside diplomatic efforts, significant challenges persist in resolving the conflict and shaping the future of bilateral relations.
