In a significant move, US President Donald Trump has announced a notable reduction in joint military exercises with South Korea, citing the high cost and the potentially inappropriate message they send to North Korea. This decision is linked to Trump’s “very good relationship” with North Korean leader Kim Jong-un. Despite the changes, the Ulchi Freedom Shield exercises, initially planned to start on Monday and run through August 27, will involve around 18,000 South Korean troops along with US forces and other United Nations Command member states.
Although Trump has indicated it was too late to completely cancel the drills, he has directed Defence Secretary Pete Hegseth to markedly decrease the level of US participation. However, the South Korean defense ministry has stated that the exercises will continue as planned. This development comes amid warnings from US and South Korean military officials about North Korea’s growing military expertise, which is being honed through its collaboration with Russia in the ongoing conflict in Ukraine.
North Korea has reportedly sent over 14,000 troops to support Russian operations, alongside supplying artillery and ballistic missiles. The exposure to modern warfare technologies—such as drones, GPS disruption, cyber operations, and advanced missile systems—gives North Korean forces valuable battlefield experience that could enhance their military capabilities upon their return.
This isn’t the first instance of Trump modifying US-South Korean military exercises, as similar actions were taken during his diplomatic engagements with Kim Jong-un. The latest reduction has sparked concerns in Seoul regarding the strength of the US-South Korea alliance and regional security. South Korean experts have cautioned that diminishing these exercises could undermine military readiness and deterrence, offering minimal diplomatic leverage given North Korea’s historical demand for the complete cessation of such drills.
Pyongyang has consistently criticized the exercises, labeling them as preparations for an aggressive conflict, and has threatened stronger military responses, including conducting ballistic missile tests ahead of the drills. Despite the reductions ordered by Trump, South Korean officials emphasize the continued importance of the joint exercises in maintaining preparedness against North Korea’s increasingly capable military forces.
